Our leadership team

D'Arcy Bond

Chief Executive Officer

D’Arcy has multi-sector experience in implementing largescale infrastructure projects over the last 12 years, with a particular focus on the Oil & Gas and Agriculture industries. He has developed businesses in the Middle East, East Africa, Europe, and North America. His role covers the entire value chain including site identification, qualitative and quantative market analysis, regulatory compliance, project financing and identifying key strategic partnerships in order to ensure the establishment of market-leading opportunities. 

Over the last 4 years D’Arcy has focused his expertise specifically in the CBD industry and has been instrumental in establishing Newell Sciences as one of the leading and most trusted raw ingredient suppliers. Most recently, he helped to advise the Home Office’s Advisory Council on the Misuse of Drugs (ACMD) on safety limits for CBD raw ingredients. D’Arcy studied at Eton College and has a Masters (with Honours) degree in Economics from the University of Edinburgh.

Philip Elborne

Chief Technical Officer

Philip joined P3P Partners in 2014 having spent five years at GE’s Power & Water business. He has worked across numerous areas of the power generation sector with roles in operations, construction and new business development.

His skillset have allowed him to originate and develop energy and infrastructure projects across multiple technologies, from gas CHP, Solar, Anaerobic digestion, Waste to Energy and battery storage. He specialises in developing and managing multiple contracts and stakeholders from inception through to execution and project completion.

Dr. Parveen Bhatarah

COO & Chief Scientific Officer

Parveen is a Regulatory and Compliance Lead for the Centre of medicinal Cannabis. She has over 20 years’ experience within the international pharmaceutical industry & regulatory environment as an executive at OBG Pharmaceutical/Ransom Naturals, Almac, Resolution Chemicals, Merck & Chiroscience, holding positions within Innovation, Regulatory, New Project Scientifc Evaluation and Commercial Strategy.

She has 12 years’ experience in the Medicinal Cannabis industry, covering everything from cultivation to FDA approval of finished medicinal products. She has expertise in product development for clinical trials/commercial launch/technology transfer/manufacture and Bulk Drug Substance for ANDA & MA Submission to MHRA, FDA, TGA, ANVISA, SAHPRA, IRISH HPRA & Nordic countries.  She has been responsible for setting up cGMP facilities followed by facility team training for MHRA & FDA approvals in Germany, UK & India.

Parveen has worked closely with international health authorities for various commercial Generic Pharmaceutical product launches and Herbal Pharmaceutical product submissions. Innovation to commercial launches can be seen in Parveen’s patents, especially in the cannabis and herbal sector.  She has been responsible for maintaining industry-university relationships specifically with University of Liverpool, Imperial College, Queen Mary, Durham, and Birmingham University.

Parveen received her PhD in organic chemistry from Imperial College London. She is a Fellow of Royal Society of Chemistry & RSC advisor and expert witness for pharmaceutical IP. Currently also acting as an independent consultant & Scientfic Advisor to UKAS, wellness sector & publisher’s working in cannabis and herbal pharmaceutical area.

David Hyde

Chief Security Consultant

David Hyde is a global cannabinoid industry consultant with eight years of hands-on experience advising companies and government bodies on matters relating to business/licensing strategy, facility design/operations, regulatory compliance, public policy, corporate due diligence, and risk governance.

David has worked with local and regional governments, as well as federal licensing bodies, on regulatory policy, licensing and compliance strategy, enforcement tools, inspector training, and guidance documents for industry.

David’s input was sought out by the regulator as Canada worked through three iterations of federal cannabis regulations between 2013 and 2019. David brings the many lessons learned from Canada and the US into other countries in Latin America, Europe, Africa, the Caribbean, Oceania, and Asia.

David holds a Master of Sciences Degree (M.Sc.) from the University of Leicester, where he studied regulatory theory, compliance strategy and security risk management. David also holds a Certificate in Security Management from the University of Calgary. He is a graduate of the Wharton School Development Program for Security Executives, is a Certified Professional Coach (CPC) and is also a Certified Advanced Level Crime Prevention (CPTED) practitioner.

Kickstarting British CBD cultivation

Our business is built around the need to coordinate closely with UK regulatory bodies (including the UK FSA, Home Office, MHRA, DIT and DEFRA) in order to build a best-in-class CBD cultivation, extraction, processing and packaging facility in the UK.

This project will represent a significant step forward for the nascent industry, delivering region-leading jobs and expertise. Our ultimate goal is to dramatically reduce the UK’s current reliance on imported raw materials.
